Four candidates have filed to run for two open seats on the Incline Village General Improvement District Board of Trustees (IVGID BoT), setting the stage for a closely watched local election this November. Incumbent David Noble will face challengers Ryan “RB” Brooks, Daniel Olsen, and Harry Swenson as voters prepare to choose the trustees who will help guide the district’s governance and future priorities.
Voters in Incline Village and Crystal Bay will elect two trustees in the November 2026 general election.
Two Seats Open on the Board
Two of the five seats on the IVGID Board of Trustees are up for election this year.
Trustee David Noble has filed to seek another term, while Trustee Ray Tulloch has decided to not run again, ensuring that at least one new trustee will join the board following the election.
The IVGID Board oversees a wide range of public services for the community, including water and sewer utilities, beaches, parks, recreation facilities, golf courses, and Diamond Peak Ski Resort. Decisions made by the board often influence both the district’s infrastructure investments and the management of its recreational amenities.
Candidates Entering the Race
Swenson previously ran for the IVGID Board in the 2024 election cycle and is returning to the ballot this year. It does not appear that Brooks or Olsen have run previously.
Although the list of candidates is now set, the campaign season is only beginning. In the coming months, residents can expect to hear more about where each candidate stands on issues such as district governance, recreation services, infrastructure investments, and financial oversight.
A Key Election for the District
With one incumbent seeking re-election and one open seat guaranteed, the outcome of the November vote will shape the board’s composition at a time when the district is addressing several long-term issues.

For many residents, the election will also be an opportunity to consider how trustees work together to guide district policy and decision-making. There is broad interest in seeing the next board continue to focus on constructive dialogue and collaboration as it addresses the district’s responsibilities.

Residents interested in participating in the 2026 Incline Village General Improvement District election may want to keep this timeline in mind:
March 2026 – Candidate Filing Period
Candidates formally filed to appear on the November ballot for local offices across Washoe County, including the IVGID Board of Trustees.
Summer–Fall 2026 – Candidate Forums and Campaign Events
Community organizations and civic groups often host public forums where residents can hear directly from candidates and learn about their priorities.
October 2026 – Early Voting Begins
Washoe County typically opens early voting locations several weeks before Election Day, giving residents the opportunity to cast ballots ahead of time.
November 3, 2026 – Election Day
Voters in Incline Village and Crystal Bay will elect two trustees to the five-member IVGID Board.
