The Board of Trustees met tonight to discuss everything from the Incline Beach House status to how we communicate to the community about local events to the forensic audit to the job openings inside the District. You can find the agenda here.
The full meeting is available online, and we have tried to summarize some of the key discussions below:
REPORTS TO THE BOARD
1. Interim General Manager, Mike Bandlin, gave a short report noting that testing has begun on the gates at Burnt Cedar Beach.
2. Director of Information Technology, Mike Gove, presented a demonstration of the new Public Record Request Portal that is in development. All Public Records Requests that were submitted as of January 1, 2024 will be made available through this new portal.
3. Director of Public Works Kate Nelson shared an update on the Incline Beach House. Following the request for qualification (RFQ), there are three firms who will prepare a technical proposal for updates to the beach house, which they will bring back to the board in early February.
4. Marketing Manager Paul Raymore shared the results from the IVGID Magazine Reader survey. You can find all the results online here. The general feeling is the magazine is seen as informational to about 70% of the respondents, though there may be an opportunity for the board to help frame some of the core content going forward.

CONSENT CALENDAR
1. The Capital Investment Committee has gained another member with the appointment of Michael Le Francois. He was one of the original applicants, and it is unknown why he was not added to the Committee when the members were appointed back in October.
GENERAL BUSINESS
1. The Board has approved the funding of a Purchasing and Contract Administrator, something that IVGID has needed for some time.
- Trustee Tonking provided a “no” vote on G.2.5. in this item as it related to transferring the Public Works Contracts Administrator II position to the Finance Department.
- Director of Human Resources Erin Feore expressed concerns about simply approving this item without first speaking with the union reps about this role as the existing employee is specialized, it could mean a material change in her role, and may leave a gap in the Public Works Department if she were to move to Finance.
2. Director of Human Resources Erin Feore is working to set up interviews with the Board of Trustees and four candidates who applied for the General Manager position.

3. The Trustees voted to not spend $41,865 to do a cost analysis on the Water and Sewer Rates this year. 
4. Several months ago, our legal counsel team of Best, Best, and Krieger LLP had requested the termination of their agreement as of December 31, 2023. Tonight, the law firm has presented a two-year proposal with the change of lead contact.
- The Trustees requested several changes to this agreement, reducing the term to one year, changing the termination clause, and several rate changes.
