As volunteers of Incline Village General Improvement District (IVGID) Capital Investment Committee, we are writing to voice our support for the proposed increase in the recreation facility fee. The committee has been working closely with IVGID General Manager, Bob Harrison, and staff to assess current infrastructure needs and to develop a plan for infrastructure maintenance, improvement, and replacement.

The proposed fee increase will fund the IVGID Five (5) Year Community Services Capital Improvement Plan. This plan includes priority projects, such as the Incline Beach House construction, Championship Golf Course cart path reconstruction, tennis court rehabilitation, skate park expansion, and many more. These projects represent exciting opportunities to reinvest in our community.

Incline Village is the crown jewel of the Tahoe Basin, valued for its recreational amenities that enhance our community’s health, lifestyle, and property values. However, much of our infrastructure is aging and requires substantial upgrades, a reality that is well documented and broadly recognized. Reinvesting in these assets is not only essential for the community’s well-being but also a smart way to protect and grow individual property values.

Misinformation and criticism will not solve our infrastructure needs. IVGID’s recreation facility fee has been litigated, upheld, and affirmed by the courts; further discussion regarding this topic only serves to distract and delay. While distraction and/or inaction is a strategy, it is one that inevitably leads to decline. Wasted time becomes our greatest liability. Every year of delay leads to inflationary increases to capital costs.

With renewed focus and alignment between the IVGID Board of Trustees and staff, we are confident that now is the time to reinvest in our community. We look to the ongoing success of the Effluent Export Pipeline Replacement Project as demonstration of staff’s ability to execute complex, multi-year, multi-million dollar infrastructure projects on time and, once ultimately approved, within budget. This project is an example of what can be accomplished when leadership, staff and stakeholders unite to deliver.

Please join us in support of this reinvestment in our community. The time to act is now.
