The Board of Trustees met tonight to discuss the FlashVote Priorities, review the Draft Template for the District General Manager’s employment contract, and approve the contract for the District attorney. You can find the agenda here.

GENERAL BUSINESS
1. The Board invited Kevin Lyons, Co-Founder of FlashVote, to present on the results from the recent priorities survey. You can see responses on previous surveys here. Items of note:
- There are over 9,000 residents in Incline Village and Crystal Bay.
- 1,329 people have signed up to respond to surveys via FlashVote. When you apply a “locals only” filter, that number is even less.
- The survey being discussed had less than 600 people respond.
There was no surprise in the results from this survey; it confirmed, once again that a large portion of respondents would like to see investments in our beach facilities at Incline/Ski Beach and also Snowflake Lodge at Diamond Peak.
The Board has stated several times that they use the information received in these surveys to make mission-critical decision on where to spend 10s of millions of dollars from our funds. A public made just before this presentation was that the Board should make more of an effort to collect responses from the majority of all parcel owners and residents to ensure diverse voices are heard.
There was no action taken on this item, only a note that the Board will consider this information as they move into the five year capital improvement plan.
2. The Board then moved on to reviewing the draft template created for the District General Manager’s (GM) anticipated employment contract. Read the excellent synopsis of this discussion that made it crystal clear any candidate for this position is going to be under the microscope from day one, and should understand this role seems to have been relegated to “order taker” and not “independent thinker.” Good luck to all candidates.
The Board moved to approve their red lines to the employment contract and accept additional edits requested by Trustee Schmitz. It passed 5-0.
3. After some back and forth around terms and fees, it seems the firm of Best, Best, and Krieger LLP. will continue to represent the District, for the coming year at least, with Sergio Rudin serving as the District’s General Counsel.
Trustee Tulloch questioned who the “client” was in this agreement noting his expectation is that the general counsel is responsible to the Board of Trustees. The general counsel confirmed the “client” in this relationship is IVGID, and his duty is to the District.
The Board moved to approve the agreement. It passed 4-0 with Tulloch abstaining from the vote.
