The Incline Village General Improvement District (IVGID) Board of Trustees tackled several governance and policy issues during its latest meeting, including revisions to Ordinance 7, updates to water and wastewater rates, oversight of the commercial watercraft launching pilot program, and changes to board governance procedures.
The meeting also included public comment on beach access policies, litigation transparency, Snowflake Lodge finances, and the importance of maintaining public access to financial information.

Following discussion and legal considerations, the board approved amendments to Ordinance 7 that remove Article 10 in its entirety and directed staff to return with recommendations regarding how recreation privileges should be handled for unbuildable lots.
The board also approved revisions related to disciplinary actions for recreation pass holders.

2. Utility rate discussions continue ahead of implementation
Trustees reviewed updates to the district’s water and wastewater rate structure as part of the ongoing rate study process.
Staff reported that the current proposal reflects an approximately 8% reduction from earlier projections discussed during the review process. The rates are intended to support ongoing operations, capital improvements, and reserve requirements while addressing long-term infrastructure needs.
The board also continued discussions about balancing affordability with the need to maintain and modernize essential utility systems.
3. Governance and oversight remain a major focus
The board approved a resolution delegating certain litigation authority to the Board Chair and General Manager. Under the resolution, any actions taken under that authority must be brought back to the full board for ratification within 30 days.
Trustees also approved updates to the General Manager performance evaluation template, adding self-management criteria intended to provide a more comprehensive review framework.

Commercial Watercraft Pilot Program Moving Into Mid-Season Review

The board also directed staff to open the remaining boat parking spaces beyond those already sold to Picture Pass holders, making them available to all eligible residents.

- Preparation of a budget augmentation request
- Continued implementation of additional Tyler software modules
- Planning for an Investment Committee meeting later this summer
