There have been several posts lately regarding the Hawah Ahmed letter who claims to represent several “unnamed” Incline Village parcel owners and demands the District stop the beach house project and repeal the employee beach access program. IVGID did respond to the Hawah Ahmed letter. I have included a copy of the letter in this post. The District’s letter is from District Legal Counsel David Rigdon. From the District’s perspective, these claims are factually incorrect, frivolous, and legally deficient.
Additionally, there have been several posts regarding the Employee Beach Access program. Unfortunately, there has been a lot of fear mongering in these posts from a few individuals that IVGID employees from “Reno or Carson City” are going to overrun the community beaches.
This is a red herring. IVGID employs 125 full-time benefited employees, and several part-time or seasonal employees that, converted into full-time equivalents, would be an additional 148 employees, for total employment of 273 Full-Time Equivalent employees.
The employee beach access program requires registration by the employee committing to abide by all the rules in place for picture pass holders. Additionally, every employee who seeks access to the beach is required to pay the $18 daily access fee, just like any other guest of a picture pass holder. Twenty-two employees have signed up for the employee beach access program. To date in 2026, none of the employees who registered for the program have taken advantage of it and visited the IVGID beaches. Before the removal of beach access and after its reinstatement in this current form, the use of the beaches by employees has always been de minimis, contrary to how some individuals have portrayed access by employees.
As evidenced by the current admission numbers it simply reinforces what had been said before the restart of the employee access program regarding the impact on present picture pass holders, there would be little to no impact. There are several employees who live in Incline Village, and those employees have Picture Passes with the full rights to access the beaches, just like any other parcel owner in Incline Village. These employees with Picture Passes are not required to enroll in the employee beach access program because they operate under the same access rules as all Picture Pass holders.
