Water and Sewer Rate Adjustments

Director of Public Works Kate Nelson presented updated sewer and water rate proposals, highlighting a 20.8% base fee increase (22% including additional defensible space fees). The adjustments follow significant community debate, driven by escalating operational and construction costs, with chlorine prices surging 300% since 2020 and construction expenses rising over 41% since 2019. Trustees noted that these increases are necessary to address overdue maintenance and infrastructure projects, emphasizing the critical nature of fully funding these services.

Despite acknowledging affordability concerns raised by community members, Nelson assured trustees that all possible cost efficiencies had been thoroughly explored. The resolution adopting the revised rates (alternative four) passed with a 4-1 vote.

Employee Beach Access Program

The board revisited the issue of granting beach access privileges to IVGID employees, a longstanding benefit discontinued in January 2023. Trustee Dave Noble presented findings from a legal review, indicating potential avenues to restore employee beach access without violating the existing beach deed.

Although trustees generally favored the restoration of access, legal uncertainties prompted them to delay the final decision. The board requested additional safeguards and restrictions, ensuring any future policy would comply fully with deed requirements.

Additional Picture Passes Discussion

Trustees examined the process for issuing additional picture passes to accommodate larger families within the first degree of the primary property owner. Concerns were raised about inadvertently extending benefits to multiple owners or complex property structures, prompting the board to request clearer language. Staff agreed to refine the proposal and return with an updated policy at the next meeting.

Commercial Watercraft Launch Restrictions

To comply with Tahoe Regional Planning Agency (TRPA) regulations, trustees unanimously passed a resolution prohibiting unlicensed commercial watercraft operations at local beaches, aiming to curb unauthorized boat rentals and protect community resources. Legitimate commercial operators with valid TRPA agreements remain unaffected. The board emphasized the importance of clearly communicating this policy to the public.

Recreation Facility Fee Increase

The board preliminarily approved setting a maximum Recreation Facility Fee of $1,500, though the final amount is yet to be determined. Further detailed discussions are scheduled for upcoming meetings, allowing trustees to finalize fees with community input before adoption.

Financial Accountability and Fiscal Watch

General Manager Robert Harrison reported continued progress on IVGID’s financial accountability measures.
